I think he’s trying to say “my liege”, but that’s a pretty awkward way to do it. The Katakana are entirely off for “liege” unless you literally translate letter-for-letter (it says “watashi no rie-ju”).

It’d be simpler to replace the whole thing with “heika” (not sure if it’ll show up right here, but it’s 陛下 in Kanji).
